Tradable Personal Pollution Allowances

Tradable Personal Pollution Allowances are actually limits till which an individual is allowed to pollute thus restricting pollution and making sure that some financial penalty is realized from anyone who exceeds those limits. It was proposed by Dr. Kirk Barrett in 1995.

Tradable Personal Pollution Allowances were proposed in 1995 by Dr. Kirk Barrett. They are applicable for every type of pollution including carbon dioxide emissions. Tradable Personal Pollution Allowances are driven by certain basic principles.

First principle states that no individual is entitled to put others in danger through activities that lead to pollution. If any one does pollute that individual would have to provide adequate compensation. Dr. Barrett is also of the opinion that self awareness regarding ways of reduction of carbon dioxide emissions should be introduced and promoted within people.

Area of focus for Tradable Personal Pollution Allowances is automobile pollution. This program attempts to work at a personal level. As per this program, payment to be made by an individual with regards to pollution made by him or her is going to be proportionate to the amount of damage caused as a consequence of pollution. Dr. Barrett is also in favor of a fixed financial penalty.

Dr. Barrett justifies allowances as a financial compensation for amount of damage being done through pollution by individual. He argues that this would limit pollution and it is better than having no penalty for pollution at all.

Governance of Tradable Personal Pollution Allowances
Tradable Personal Pollution Allowances were initially supposed to be looked after by Department of Environmental Protection of Massachusetts. They were supposed to take decisions on amount of different pollutants that were being emitted by different vehicles.

Afterwards, they were supposed to gauge extent of damage caused to various areas like ecosystems, health, buildings and crops.

Calculations of Tradable Personal Pollution Allowances
Charles Komanoff who had been working formerly as an energy consultant for Transportation Alternatives based in New York City had calculated an amount that may be held important in context of Tradable Personal Pollution Allowances. The designated amount was $250 per year for every individual in USA. Any person exceeding this amount would have to pay in cash for damage caused by him.
